The first ever Ministry of Opportunity launched in the United Arab Emirates

The United Arab Emirates has established the world's first ministry of opportunity.

On April 23, 2019, His Highness Sheikh Mohammed bin Rashid Al-Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, announced the launch of the world's first Ministry of Opportunity. There will be no minister in the department. It will address the most important national issues, including the creation of new government systems to prepare for the future.

Sheikh Mohammed wrote on Twitter: "Today we launched the Ministry of Opportunities, a new system of work in the UAE government ... The Ministry of Opportunities will begin its work on several projects, including the provision of proactive services to the public and the development of an online platform to facilitate public procurement."

The ministry will also be tasked with developing specialized systems for identifying talents for every child in the UAE, the ruler of Dubai added.

The ministry, which will function without a minister, will be governed by cabinet members. The concept of the ministry is based on a rethinking of the government’s work model by creating a platform for fundamental changes in government work and developing solutions to complex problems.

At the first stage, the new department will have departments of proactive services, incentives and identification of skills, as well as a department of public procurement.

Muhammad Abdullah Al Gergawi, Minister for Cabinet and Future Affairs, said the Ministry of Opportunities will work in partnership with all public and private organizations to address pressing issues and achieve desired goals.

The ministry will have a database management department, which is designed to facilitate decision-making, encourage knowledge sharing between organizations, build capacity and stimulate a culture of discovery in the country.

The work of the proactive services department in the public sector will be based on data analysis. Another department will develop a program to reward prominent members of society. Earned points will be awarded to them in the form of digital currency.

The talent monitoring department will create an enabling environment that will serve as an “incubator” for prominent emirates. The Department of Public Procurement will be responsible for developing a public procurement system supporting emirate entrepreneurs, small and medium-sized businesses.
